Summary: U.S. must comply with the Paris Agreement. The PRG strengthens. Paraphrased. Duly punished by the people of S. Vietnam, for their acts of sabotage on the Paris Agreement on Vietnam, in recent days when the machinery of the Saigon administration made a boisterous noise about the so-called general offensive by the Communists. But the U.S., through the statement of the Pentagon, said they did not see any general offensive. Both the U.S. and Thieu. N. Vietnamese's communist aggression sabotage of the agreement, in effort to help Ford and Thieu, in asking for $300 million in additional military aid in order to continue the war, under the pretext of defending the security of Vietnam, defending the prestige of the U.S. Also under this pretext of defending security, U.S., in the past, launched war in S. Vietnam and extended to the whole of Indo-China, a most atrocious war in the history of mankind. Also under this pretext, Nixon increased the involvement and interference in the Vietnam War by not complying to the U.S. commitments under agreement. Repeating this worn-out pretext cannot cover the fight that is following the bitter trap of the previous President. Of late, Ford asked a favor of U.S. retired General Wes Mullen, seeking his advice in ordering B-52s to bomb again in N. Vietnam. 'Such a foolish and ignorant advice of the defeated and varicose General Wes Mullen can intimidate nobocy,' because U.S. acts of war can not help U.S. achieve any victory, but only lead the U.S. to serious defeat. It will only compel the U.S. to sign the Paris Agreement and respect the integrity of Vietnam. 9:45 A lesson that Gerald Ford should revise before he takes any action against Vietnam, is that the U.S. waged a war of aggression against Vietnam, and the Vietnamese people are determined to oppose such an aggression. Secondly, the U.S.'s continuous military involvement and interference in the internal affairs of S. Vietnam continue to feed up the U.S. [henchman-?] administration in Saigon to continue the war and sabotage the agreement. The S. Vietnamese people are determined to fight against such acts of sabotage in defense of the agreement, in defense of their life and property, and also in defense of revolutionary gains, to compel the adversary to return to serious and complete implementation of the agreement. Thirdly, if the U.S. continue to plunge into the unjust war against the S. Vietnamese people under any form, to any extent, and with any strategy or tactics, such an act will lead the U.S. to more serious defeats. In response to the aspirations of the S. Vietnamese people for peace and national concord, the PRG has always respected and seriously implemented the Paris Agreement on Vietnam, and is also resolved to duly punish all acts of sabotage by the U.S. on the agreement. On October 15, the high command of the People Liberation Armed Forces of S. Vietnam appealed to all constituents to assist them in achieving national concord and helping them punish all acts of sabotage on the Paris Agreement. That appeal has been widely responded to, and has received the support of peace-loving people. Nobody can believe that the S. Vietnamese people, who were not brought to their knees in the contest of strength, who have defeated the war of aggression by the U.S., and have achieved a great victory in the signing of the Paris Agreement., can sit with folded arms and watch the Nguyen Van Thieu click, funded and backed by the U.S., carry on the war and eliminate the revolutionary gains of the S. Vietnamese people in order to impose U.S. colonialism in S. Vietnam, and turn S. Vietnam into a military base of the U.S. The S. Vietnamese people who have been fighting, sacrificing, cannot let themselves return to the life under the yoke of fascist and dictatorial click, rigged up by the U.S. For those reasons, all strength of S. Vietnam's population, more and more, are rising up shoulder to shoulder, with the People Liberation Armed Forces of S. Vietnam, in smashing the coercive machinery of Nguyen Van Thieu, in ceasing control of their native land. It is inevitable, and it is a legitimate act. Of late, the attacks and uprising by the S. Vietnamese army and people broke up and succeeded in many places. 20:00 More and more have abandoned the Saigon army. It is obvious that while U.S. and Thieu sabotage the agreement, as well as peace in S. Vietnam, they will have to live with fierce and violent opposition from the people and army of S. Vietnam from even members in their administration and army, and finally [eventually] they will have to with complete defeat. No slanderous charges, intimidation, or newborn strategy or tactics by the U.S. can change the tide in S. Vietnam at the present. The U.S. must positively respond to the October 8, 1974 statement of the PRG, and that was only written to help the U.S. extricate itself from the chaos of S. Vietnam. The agreement was written in the interest of both Vietnamese and American people. After two days of fighting valiantly and strongly, the armed forces and people of --- province gained complete control of --- The coercive machine and military forces of Thieu were quickly disintegrated. The people of various nationalities, in coordination with the People's Liberation Armed Forces, captured thousands of enemies, and did damage to their efforts. This situation indicates that the Thieu click has failed to draw a good lesson from its failures. 30:00 Question and answer session begins. A short and brief notification says the people and armed forces captured thousands of troops on the Saigon side, including many officers. The people and People's Liberation Armed Forces launched assaults and uprisings in many places, gaining control there, and destroyed the coercive operations of the Nguyen Van Thieu administration. Any foreign residents in S. Vietnam, even including honest Americans, all these persons are even, a policy of assurance and protection from the revolutionary government. Of course, with regard to American military advisers, they will be given special treatment, because they are special categories. Cut in tape. The People's Liberation Army has declared clearly that in order to protect the lives and property of the population, in order to defend the Paris Agreement, they will punish any act of sabotaging the Paris Agreement permitted by the U.S. and Thieu. The Liberation Army seeks bonds from the people, and the Saigon's administration's army is the creator of U.S. imperialism. If the Liberation Army were opposing the population, as the propaganda made by the U.S., the Liberation Army could not achieve the successes they have through concerted uprisings. Vietnamese armed forces and people, the record disintegration of this Saigon army and the coerced machine of the Regime have exposed very clearly the bankruptcy of the policy of Vietnamization of the war of the U.S. However the fourth administration has shown no signs that it is abreast of the times; it is still realizing the colonialization of S. Vietnam, sabotaging the women of S. Vietnam, etc General Ford is still trying to justify for the wrong policy adopted by the U.S., regarding Vietnam. He refuses to realize that the major cause of the defeats suffered by the U.S. in the past, present, and even in the future, should the U.S. continue to carry out that wrong policy. Recently, in a news conference, Mr. Gerald Ford has failed to draw a lesson, and Mr. Ford is still complaining because U.S. Congress's disapproved additional funding for the military efforts. Mr. Gerald Ford, instead of immediately and completely terminating U.S. intervention in S. Vietnam, has set up a plan to introduce more weapons and equipment to further the war. Under the pretext of assisting the refugees, Mr. Ford has ordered the U.S. marines to operate illegally in Vietnamese waters, and has even ordered them to do anything necessary in the area. 8:00 Instead of renouncing the main obstacle to the Paris Agreement, Mr. Ford has refused to realize its collapse. Instead it has launched further U.S. military aid. General Wayland, sent by Mr. Ford to Saigon, has also disclosed U.S. intention to continue support in Thiue toward a military victory. Mr. Gerald Ford has slandered the Republic of Vietnam, has threatened the S. Vietnamese people, who are using the legitimate right of punishing the Thieu for their sabotage of the Paris Agreement; he has also distorted the just struggle of the Vietnamese people for the defense of the Paris Agreement and for the exercise of fundamental national rights as a challenge to the U.S. The policy of waging a just struggle by the Republic of S. Vietnam is a struggle on three fronts: military, political, and diplomatic. These struggles are in effort to preserve the Paris Agreement. 15:00 The policy of Vietnamization of the war of the U.S. has come to a complete collapse, a complete bankruptcy. The war only wastes America's resources and money, and essentially disgraces the Ford administration. Vietnam and used to continue the war and sabotage the agreement, thus hampering the political solution of the S. Vietnamese problem. Peace in Vietnam is on the basis of respect for independence and sovereignty of the Vietnamese people, on the basis of respect for the right to sound [determination-?] of the S. This is certainly unacceptable to the Vietnamese people, unacceptable to progressive public opinion, including progressive people in the U.S. It is obvious that the U.S. and Thieu have sabotaged the agreement systematically. The government of the Republic of S. Vietnam has always regarded the Paris Agreement as a victory of its own, and also a victory of the peace and loving people in the world. This great victory cannot be brought down by U.S. and Thieu. This remains a very valid and precious legal convention for the Vietnamese people in their justice struggle. For this reason the revolutionary government is determined to turn this agreement into demand, and the adversary do the same. 51:35 A member of the audience queues the speaker: 'General, in your opening statement you said that Pres. Ford has set up a air lift to illegally enthuse weapons in S. Vietnam to sabotage the Paris Agreement under the cover of a refugee air lift. As you may know there was, near Saigon yesterday, an aircraft containing a large number of Vietnamese orphans and Americans were killed being transported out of Vietnam in American Air Force planes. In this context, could you comment, please, on your thoughts about that aircraft, the reports of the Pentagon this morning that allude to sabotage, and finally your feeling about the evacuation of Vietnamese orphans to the U.S.' Speaker responds: 'Of course and aircraft that has been involved in the casualties of hundreds of children is heart rendering. But I would like to emphasize here that whether there is an aircraft or not, the U.S. activities under the pretext of helping refugees to carry out the plan of forced evacuation of this --- of population, to continue to strip manpower for a U.S. neo-colonialism war in S. Vietnam, those acts are incorrect, are criminal, are impositions on the sovereignty of Vietnam, and are being condemned by people.' 56:00 'It is true that there are Americans who sincerely wish to end the sufferings of the S. Vietnam people suffered by the U.S. war in Vietnam. PRG 3/1/75 VC Press Briefing Speaking in Vietnamese with translation. Summary: South Vietnam confirms their opposition to the U.S. and Thieu administration. Paraphrased. In these days the carryout for Kissinger and Schlesenger took turns to take the fall for distorting the situation in misrepresenting the Paris Agreement in S. Vietnam. The slanderous allegations about the so-called morale reason and prestige of America, in order to persuade the American public opinion on the necessity for the continuation of U.S. aid to Thieu's click in Saigon, in trying to lend a helping hand to these clicks by maintaining the war and sabotaging the Paris Agreement. On February 26, in reiterating these requests for additional $300 million for the war effort, Pres. Ford admitted U.S. policy is increasing its involvement in Vietnam. On the other hand they try to persuade public opinion that they send funding and not men. A few days before that, with the same allegation of admitting and refusing at one time, the U.S. State Department tried to correct the truth by denying that the U.S. left behind an additional and introduced over 26,000 military personnel disguised as civilians. They said that the U.S. had less than 1,000 military personnel, contrasted with the figure of 5,000 at the signing of the Paris Agreement. On February 25, Kissinger admitted the involvement of the U.S. military, while irresponsibly affirming that the Saigon administration can support its own military war efforts, if the U.S. aid is to be continued, within three years, in order to placate the American public. Obviously the Ford administration has defied public opinion in making these ill defined, clumsy, slanderous, and lying contentions in an effort to cover the neo-colonialist policy of U.S. administrations. This has led to serious consequences still suffered by the American people today. The Ford administration has betrayed sullen agreement to the Paris Agreement. 10:00 It is public knowledge that the Paris Agreement does not permit the U.S. to be committed to Thieu's regime setup in S. Vietnam, the neo-colonialism in S. Vietnam. The only commitment the U.S. must respect is the Paris Agreement, of which the U.S. must respect the independence, sovereignty, unity, and territorial integrity of S. Vietnam, and respect the right to self-determination of the S. Vietnamese people. To this end, the U.S. must terminate involvement in S. Vietnamese affairs. The U.S. is trying to reduce military personnel in S. Vietnam by 30 percent, yet this is not enough to comply to the Paris Agreement. Sending military equipment to the people in S. Vietnam does not violate the agreement; only in sending military personnel to S. Vietnam does the U.S. violate the agreement. The Paris Agreement does not specify when U.S. must remove all military personnel from Vietnam, but removal of military personnel must take place. The Ford administration has pushed the U.S. into further involvement in S. Vietnam by setting up an air lift to transport weapons, ammunition, food, fuel to carry out the war. U.S. has begun infringing on the rights of Cambodia as well. The U.S. has been asked to abolish this airlift. The S. Vietnamese, united with Cambodia, reserve the right to take any actions necessary, militarily, to preserve the Paris Agreement. Thieu, encouraged and assisted by its American masters, has continued to intensify the war. In its own area of control, Thieu administration has increased terrorist acts, police control, etc The PRG (Provisional Revolutionary Government) is winning support by the people of Vietnam and the world. Ending the Thieu regime will begin success in S. Vietnam. To do this, U.S. must step out of Vietnamese involvement. 30:00 Recently the administration of the PRG issued a statement. The S. Vietnamese people, closely united with the people of Cambodia, reserve the right to protect, through any appropriate measure, the Paris Agreement. The Thieu administration has continued to mobilize all its forces in intense firing, land grabbing, and bombings against the area controlled by the PRG regime.

PRG 1/11/75 VC press briefing in Vietnamese with translation Speaker: Sr. Corno, Deputy Chief of the Military Delegation of the Provisional Revolutionary Government of South Vietnam. Summary: South Vietnam confirms their opposition to the U.S. and Thieu administration. Paraphrased. In the recent days the U.S. has carried out a series of actions to increase its military involvement and intervention in internal affairs in S. Vietnam. On January 7, 1975, the U.S. mobilized an important naval task force, including the aircraft carrier enterprise and many other warships, to approach the territorial waters of Vietnam; these warships are about 400 kilometers up-shore S. Vietnam. On January 8, 1975, U.S. aircraft carrier, Long Beach, also left Philippines. The U.S. refused to make clear the destination of these vessels. On the same day, the U.S. sent many air force planes and pilotless planes to carry out and guide Saigon warplanes in extermination bombings in the provincial capital. Meanwhile in Honolulu at Meril Galore, Commander U.S armed forces in the Pacific, declared that the U.S. does not exclude re-intervention in any and all circumstances. This man also appealed for more material aid for its survival. At the same time, U.S. President Gerald Ford, Secretary of State Henry Kissinger, and the Secretary of Defense held a meeting to discuss more military aid to the regime to increase activities. On January 9, 1975, UPI in Bangkok revealed that U.S. has feverishly removed their war material from Thailand to S. Vietnam in order to intensify the war. The very serious acts of war by the U.S. made clear the intentions of the ruling circles in the U.S. That is to openly undermine the Paris Agreement, and to continue to maintain the ___ as an instrument in carrying out the Vietnam War and opposing the population of Vietnam. Encouraged, supported, and commanded by the U.S., the administration has committed very barbarous crimes against the population. It has proven itself more barbarous than ever in its opposition to peace in S. Vietnam. In repeating the very cruel tricks of the U.S. of the past, the administration has ordered free bombings in certain provinces. With U.S. bombs and shells, the Thieu Administration accumulated new and barbarous crimes against the population in the provinces of [provinces listed], and in the populated areas along route 13, etc Acts of war have been frenzied and led by a ringleader, by an aggressive imperialist. 10:00 This is the constant maneuver, which already existed in the past and still exists today, for the realization of U.S. near-colonialism in S. Vietnam. Theirs (U.S.'s) are purely defensive activities put in the same basket with the activities of justice conducted by S. Vietnam army and people. The bombings conducted deliberately end civilians for the purpose of terrorism and extermination. They destroy churches, schools, and pagodas, which should not be targets of military actions. The Thieu Administration has tried to come out by organizing the so-called treaty. Those active today still remain the targets of this free bombing. The Thieu Administration also took advantage of the tense situation, created alone, to increase infectious acts and deny all democratic liberties of the population. The deceptive tricks of the Thieu Administration were quickly exposed by the public. These tricks are carried out solely to divert public attentions away from the very serious condition in S. Vietnam, which lies in the hands of the U.S., and the policy of the Thieu regime. They will not continue to serve as a U.S. instrument in the war. It is easy to see that not recently, but from the beginning and even prior to the Paris Accord, the U.S. and Thieu Regime have made preparations for systematically sabotaging all aspects of the Paris Agreement. Also in its scheme of increasing all-sided, systematical sabotage to the Paris Agreement, the Thieu Regime increased its sabotage activities to the joint military commission. 16:00 Since December 16, 1974, the Thieu Administration has brazenly and consecutively sabotaged 7 (dozen) flights. Last Thursday they even shot at JMC planes to make an excuse for their pilot to return to a different airbase, sabotaging flights that day. This sabotage act was carried out at the same time that the Thieu Administration clamored about the provisions and immunities of the PIG delegation. This is the scheme to increase their sabotage destruction, thus undermining the Paris Agreement. The S. Vietnamese forces and population is determined to persevere in their struggle in defending the Paris Agreement. They record great victories; they are pushing the Thieu Regime into a position of setbacks, difficulties, and isolation. After three days of combat, on the night of January 6, 1975, the armed forces and people in Footlong Province gained control of the enemy in Footlong Provincial Capital, putting the enemy out of commission, and the annihilated 5 battalions, 3 companies, and 20 platoons, shot down 4 planes and ceased all military equipment weaponry. The U.S. and Thieu Regime will face more serious consequences. The developments of the situation shed more light on the correctness and urgency of the demands expounded in the October 8,1974 statement of the PRG regime. The demands are the complete termination of all U.S. military involvement and intervention in the internal affairs in S. Vietnam, the overthrow of Thieu and his like, the formation of administration in Saigon, which advocates peace, and is willing to implement the Paris Agreement seriously. 23:00 Question and answer session.

Last week was the second anniversary Vietnamese celebrated the signing of the Paris Agreement. The anniversary was marked by the peace-and-justice-loving-people in Saigon. The crimes by the U.S. administration and Pentagon are not acceptable to the Vietnamese people. Ford, as well as Kissinger, has come out with a series of contention in an effort that continues Nixon's attempt to deceive the American people, as well as the world, in attempt to turn U.S. commitments under the Paris Agreement into commitments to the --- --- and warlike juncture. In an attempt to create so-called 'great disaster' for the U.S. stemming from the policy in S. Vietnam in order to threaten the U.S. congress to approve $300 billion more to intensify the war. Supported by his masses, Thieu has tried to play the role of an innocent man in order to ask for mercy from the people and more aid from the U.S. But Thieu has appeared as a contractor for war, as a man ready to sell out on his own people for U.S. dollars. Recently Thieu has upgraded and recruited new troops to intensify war and capture territory. Along with continuous land grabbing, price-looting, and crop-destroying operations being conducted in the planes of S. Vietnam, Thieu has intensified these operations in several other regions. Thieu has also increased his terrorization of the mass movements for the Paris Agreement for democratic liberties, for improved living conditions, peace, and national concord. He has also ordered to arrest more people while continuing to --- more than 200,000 of the revolutionary government as well as political forces. 10:00 As for the joint military commission, Nguyen Van Thieu administration has increased it sabotage of the privileges and amenities. The S. Vietnamese people, under the banner of the Revolutionary Government, have enough people and determination to step up their struggles, political, military, and diplomatic, to fight for their rights in S. Vietnam. The world progressive people, as well as progressives in the U.S., voice their demands under various forms, as is expounded in the provision of the revolutionary government, stated on October 8, 1974. Namely, the progressive people demand the U.S. must put a definitive and complete end to their affairs in S. Vietnam and stop giving aid to Thieu, withdraw all military aid in S. Vietnam. Thieu must be overthrown. These collect to prevent the Paris Agreement from taking place, and prevent national concord. The present situation has placed the U.S. before two alternatives. Either it is willing to help install the Paris Agreement, or it continues to sabotage it. The U.S. must be held fully responsible for its acts of sabotage, and is sure to be completely defeated. Speaker answers questions. 1. How do you expect the overthrow of Thieu to take place? 2. If the government succeeded from the government of Saigon, two have governments have signed the Paris agreement 45:00 S. Vietnam's demands are in the statement of October 8, 1974. So long as these demands are not responded to, no questions can be settled in the Paris Agreement. So long as the U.S. and the Saigon administration will continue to sabotage the Paris Agreement, and peace will not be possible in S. Vietnam. Soviet Union and Communist China must end their war efforts in S. Vietnam. Whether the war in Vietnam is ended or not depends two-thirds on whether communist China puts an end of their involvement and one-third on whether U.S. ends their involvement. The common point of the peace and justice loving people in the world, in progressive public opinion in America and in Saigon included, all affirms that it is to increase military importance and intervention of the U.S. in S. Vietnam's internal affairs, it is the ceaseless assistance and command of the U.S. government to kill to intensify the war, which is the deep root and immediate cause of the tension in S. Vietnam. Therefore, the most important and urgent demand for the achievement of peace in S. Vietnam now, is for the U.S. to stop their erroneous acts. It is impossible to link the two aids to Vietnam: (1) aid from the U.S., and (2) aid from socialist countries. The two forms of aid conflict with one another, and it is the S. Vietnamese whose interest is being violated as a result. The S. Vietnamese people wish to abide by the Paris Agreement. In the past, $300 billion could not help the U.S. achieve its scheme in S. Vietnam. That is why $300 million at present will be incapable of helping them achieve anything other than more condemnation by the world people and heavier setbacks.

PRG 9/14/74 Press Briefing by VC at Tan Son Nhut Speaking in Vietnamese with translation. Summary: South Vietnam confirms their opposition to the U.S. Paraphrased. 1:20 In recent days the pathological machinery of the U.S. in the Saigon station has discussed a peace plan. U.S.'s tactics and actions are observed and assessed. Nixon is mentioned and government involvement. The speaker believes that leaders have taken the worst measures to attain justice, in terms of welfare and peace. 12:30 Nothing will be able to stop the development of the S. Vietnamese (Saigon) people, all walks of life. They speak out against the war's injustices to their welfare. Many people funded by the C.I.A. of the U.S. try to benefit by a mass movement. The S. Vietnamese people have experienced a hard struggle and wish to differ from those who want to benefit politically; they seek national peace and concord. 16:15 Demands that the U.S. puts an end to all military affairs and interference in S. Vietnam, and makes other demands also. The most urgent demands of S. Vietnamese people is for U.S. to continue the war, Vietnamization, and taking polls, addressing a more serious crises. March 22, 1974, seeks to completely implement agreement for peace and national concord throughout S.
