This recording starts off with news discussions of South Vietnamese army desertions. Before Tet, ARVN soldiers and families lived in shacks, which kept morale very low and led to many desertions. After Tet, small frame structures were built and soldiers given better services and as a result desertions were cut in half. Discussions of pacification followed focusing on the need for the establishment of safe areas in order to facilitate the retraining of villagers. Pacification had not been successful because the villagers were aware that their villages were overrun repeatedly by both sides and were unsure which to follow. During an interview, a US sergeant spoke about the high motivation of VC and NVA. He stated that the success of the Communists was because they were proactive and the Americans were belatedly reactionary. As of the recording, US forces became more proactive though saturation patrols and were more successful. A short interview with Westmoreland revealed that the enemy was massing forces in South Vietnam and the American forces found extensive caches of weapons and supplies. The last section of the recording was a compilation of the philosophies of American intervention in Vietnam by politicians, generals and historians.
