There are twenty one recorded interviews with CIA and military officers who participated in the program. Notable interviews include: Nelson Brickham (creator of the Phoenix Program), Evan Parker (first director of the Phoenix Program), Thomas Donohue (Chief of Covert Operations in Vietnam 1964 - 1966), John Muldoon (Chief of the Province Interrogation Program 1964 - 1966), John Tilton (final director of the Phoenix Program), and William Colby (Ambassador and Director of the CIA 1973 - 1976). The interviews were conducted in the 1980's.
