'Admiral Elmo R. Zumwalt, Jr./ William E. Colby, 'SALT II - Good or Bad?' SALT II does not provide for essenetial equivalence, which the Senate demanded after ratification of SALT I. It permits the Soviets to make exactly the military moves they should be making - at our expense. The treaty is a very bad one and should be amended. / SALT II is not a perfect treaty, but its ratification will nevertheless permit us to manage our relationships with the Soviet Union better than without it. No one wants a full-fledged arms race. We should ratify this agreement.'
