CC 66931 VIETNAM CIVIL OPERATIONS AND RURAL DEVELOPMENT SUPPORT Established in 1967, Civil Operations and Rural Development Support (CORDS), is an amalgamation of several US Government Agencies. Though basically made up of Army personnel, it involves members of the US Agency for International Development; other branches of the Armed Forces, as well as the Department of State; The US Information Agency; The Department of Agriculture; and the US Public Health Services. Some are contract personnel hired by USAID. There are eight main objectives for CORDS: (1) providing territorial security; (2) establishing local government; (3) establishment and training of the People's Self Defense Force; (4) The Chieu Hoi or Open Arms Program, which has resulted in great numbers of the enemy coming over to the government's side; (5) Finding and neutralizing members of the Viet Cong; (6) The information effort; (7) agricultural programs; and (8) reducing the number of refugees.
