- General Note
- Chief Advisor for the Vietnam Project Ralph Smuckler corresponds with Secretary of State at the Presidency Nguyen Dinh Thuan from September to October, 1958. Their main discussion centers on arrangements for new Vietnamese students to study with the Participant Training Program, including travel arrangements, student requirements, courses offered, development of the NIA, contract extensions, and staff members. Many of the letters are accompanied by Vietnamese and French translations.
