General Note: Chief Advisor for the Vietnam Project Ralph Smuckler corresponds with Secretary of State at the Presidency Nguyen Dinh Thuan from January to February, 1959. Their main discussion centers on arrangements for new Vietnamese students and faculty to study with the Participant Training Program, including travel arrangements and budgeting, student requirements, courses offered, and staff members. Many of the letters are accompanied by Vietnamese and French translations.
