General Note: Chief Advisor for the Vietnam Project Ralph Smuckler and his secretary Robert Scigliano correspond with Secretary of State at the Presidency Nguyen Dinh Thuan from May to July, 1959. They discuss a new contract between the Vietnamese government and MSU, upcoming conferences, travel arrangements for NIA students, faculty visits, visa regulations, and American personnel in Vietnam. Many of the letters are accompanied by Vietnamese translations.
