- M. Salats writes a lengthy report entitled, "Role of an Electronic Computer in the Viet Nam Administration." The work is translated from French to English by Alfreda Abell. Included in the study is research into the national budget, foreign aid, taxation, budgetary receipts, imports, government payroll, aid, and the census. The study then goes into the installation of the project and initial plans.
