- Wayne Snyder of the Michigan State University Vietnam Advisory Group and Nguyen Tien Hoanh of the National Institute of Administration co-author a report on Organizations with Budget Autonomy in Vietnam. They describe the report as, "A study of the annual reports and the administrative accounts pertaining to calendar year 1956 for use in estimating the National Income of Vietnam."
