- This report details a proposed reorganization of the Vietnamese Bureau of Investigation, the Civil Guard, and municipal police departments. These proposals include a consolidation of administrative power within the police department, redirecting funds to new equipment and training, and administrative reorganization. The report was written by the Police Advisory branch of the Michigan State Advisory Group.
