General Note: The Commissioner for Refugees Bui Van Luong delivers a speech, "In the Opening Day of the First Year Anniversary of the National Ceremony of the Refugees of North Vietnam and North of Center Vietnam." Included are two English draft copies of the speech and one translation in Vietnamese. The Commissioner discusses the sad events which led to that day, he thanks various sects of government and social institutions for their work, and then he gives an overview of the proposed one-year Evacuation and Resettlement program.
