- President Ngo Dinh Diem sent out this memorandum concerning the eventual end of the refugee resettlement program and the dispersal of funds. Commissioner for Refugees Bui Van Luong sends out a second memorandum concerning refugees selling or slaughtering livestock from the aid programs.
