- Lloyd Woodruff and Nguyen Ngoc Yen co-author a lengthy study on the administrative activities of the Vietnamese rural community, followed by an annex by Nguyen Xuan Dao under the title, "Village Government in Vietnam - A survey of Historical Development." They discuss the purpose of the study, administrative and village organization, financial affairs, political and personal security, the settling of disputes, ceremonies and celebrations, and other activities of the village council.
