General Note: Wesley Fishel and a team from the field division of the Michigan State University Vietnam Advisory Group author a preliminary research report on the Tribal Administration Study. In the report they discuss recommendations and analysis, background on the study, agriculture and land tenure, mountaineer leadership, communist activities, mountaineer attitudes, and interviews with province chiefs.
