General Note: The Michigan State University Police Advisory Staff write a lengthy preliminary report on the proposed reorganization of the Vietnamese Bureau of Investigation. The report has two broad purposes, to deal with reorganization of the VBI's headquarters and field or provincial organization for increased overall efficiency. There is a second report attached that deals with the organization and needs for the "Establishment of a Modern Fingerprint Identification Section for the Republic of Vietnam."
