General Note
Chief of the Police Program Division Howard Hoyt and other members of the Police Advisory staff author a report, "On the Proposed Organization of the Law Enforcement Agencies of the Republic of Viet-Nam." The report discusses problems existing in the law enforcement system, the Council of National Security Affairs, the Assistant Secretary of Interior for Police and Security, the Vietnamese Bureau of Investigation, the Civil Guard, and the Municipal Police.
