- General Note
- Personnel with the Michigan State University Vietnam Advisory Group and the United States Operations Mission correspond first in November, 1960 and then regularly from April to July, 1961 to discuss the transferal of E. H. Adkins. The conversation begins when Coster and Gardiner recommend Adkins' transferal to USOM in order to better facilitate communication of ideas and increase efficiency between USOM and MSUG over the Identification Card Program. The correspondents continue to discuss contractual obligations to each group, daily communication of ideas, divisions of authority, and maintaining group relations.
