General Note
Deputy Chief Advisor for the Michigan State University Vietnam Advisory Group's Police Administration Division Howard Hoyt corresponds intermittently with Arthur Brandstatter, head of the division, from April to October, 1957. They discuss hiring new personnel for the division, confusion with personnel Engle and his criticism of the program, the murder of a Canadian official in Saigon, progress of the training division, positions left to be filled, Hoyt's upcoming visit to East Lansing, and salary estimates. There is also correspondence about secret negotiations made between the Vietnamese government and the French Gendarmerie.
