General Note: Deputy Chief Advisor for the Michigan State University Vietnam Advisory Group's Police Administration Division Howard Hoyt corresponds, sometimes quite intermittently, with Arthur Brandstatter, head of the division, from November, 1957 to May, 1959. They discuss contracting problems with the ICA, upcoming training programs, recent conventions, budgeting for the Participant Training Program, salary estimates, welcoming banquets, and updates from East Lansing. Lengthy discussion is had on personnel replacements and the apparent frustration felt by personnel in Vietnam over their lack of autonomy and ability to create change. They also discuss the arrival of new personnel, increased security issues in Vietnam, progress of the Civil Guard, and the need for more trained officials in the police force.
