Deputy Chief Advisor for the Michigan State University Vietnam Advisory Group's Police Administration Division Howard Hoyt writes to A. E. Kimberling, the Acting Chief of the Civil Police Administration Division. He writes to discuss the accusations made by Byron Engle that MSUG has submitted few to no reports to Washington, D.C. and therefore do not require additional funding.
