- General Note
- Jack Ryan of the Michigan State University Vietnam Advisory Group's Police Administration Division sends a photograph to the head of the division, Arthur Brandstatter. The photograph shows a crowded road scene with trucks, carts, and livestock. Ryan's caption on the back of the photograph reads, "Bien - Hoa - 20 miles from Saigon. Main highway scene, taken through windshield. Wonder how Sheehe would handle this problem? Two lanes only - packed like this all the way! Nov. 1955"
