General Note
Deputy Chief for the Michigan State University Vietnam Advisory Group's Police Administration Division Jack Ryan shares a memorandum with administrative officer John Griffin concerning a recent police incident. A Vietnamese child was arrested for having a cap pistol, which was given to him by an American child. The memorandum discusses how to avoid future similar scenarios.
