- E. H. Adkins writes a report by the title, "An Idea for a Foreign Police Academy." In his statement, Adkins gives a brief history of the international origins and development of the Participant Training Program. He then explains the program's institution and applications in Vietnam and through Michigan State University. Adkins' final proposal is for the establishment of permanent worldwide Foreign Police Academies.
