- General Note
- Director of the MSUG Police Administration Division Arthur Brandstatter writes to E. H. Adkins following his draft report by the title, "An Idea for a Foreign Police Academy." Brandstatter gives his own reviews of the draft and includes another review by Jack Ryan. Adkins' report gives a brief history of the international origins and development of the Participant Training Program, and then proposes the establishment of permanent worldwide Foreign Police Academies.
