General Note: A report is written which covers the history of the initial years of the Michigan State University Vietnam Advisory Group's Police Administration Division. The report begins with the arrival of personnel in July, 1955 and discusses the state of affairs at that time in terms of security, resources, and infrastructure. The report continues on to discuss the geographical scope of the project, municipal police organization and responsibilities, population statistics, equipment and training, specific duties of each division, and crime patterns. An additional section is added concerning an operation of the third commissariat on August 19, 1955.
