- General Note
- Chief Advisor for MSUG Wesley Fishel forwards a letter to President Ngo Dinh Diem from chief Howard Hoyt of the Police Administration Division. Hoyt relates a recent dinner he attended with Tran Hung Ngu, Chief Accountant for AEA, in which Ngu bribes Hoyt 500,000 piasters for the release of a contracting bill from USOM.
