General Note
Chief Advisor Ralph Smuckler writes to Lam Le Trinh, Secretary of State for Interior, to discuss the progress of organizational improvements in the Police Administration Division and what projects need further effort. He attaches a draft of organizational issues to be addressed in the Vietnamese Bureau of Investigation, the Gendarmerie, the Municipal Police, highway traffic patrols, and the penal administration system.
