- Deputy Advisor for the Michigan State University Vietnam Advisory Group's Police Administration Division Howard Hoyt submits monthly reports to the Chief Advisor for March and April, 1957. The reports discuss Civil Guard administration and training, general training courses and progress of units, equipment and construction needs, administration at the Vietnamese Bureau of Investigation and the Municipal police, traffic reforms, field trips and inspections, ongoing studies and reviews, visiting personnel and officials, personnel placements, progress in the Identification Bureau and the fingerprint division, and general administration.
