- General Note
- Acting Chief of the MSUG Police Administration Division Jack Ryan sends out a series of comments to Christian Chapman at the American Embassy in Saigon regarding the Civil Police Administration Program in Vietnam. Ryan points out the lack of implementation of MSUG recommendations in the program, and the problems that would arise from supporting the Civil Guard as a military force.
