General Note: Brief reports are submitted intermittently between November, 1957 and April, 1958 relating to recent Viet Cong attacks and activity. The reports are submitted by George Kimball and Carl Rumpf. They discuss Viet Cong propaganda measures, population figures, and tax collecting, as well as Civil Guard patrols, field trip questionnaires relating to Viet Cong activity, lack of trust in the Self Defense Corps, activity in the city of Phan-Thiet, and general Viet Cong loyalty.
