General Note: Advisor Howard Hoyt for the MSUG Police Administration Division sends regular correspondences and report updates to Advisor Wesley Fishel throughout October, 1957. In his letters, Hoyt discusses all manner of division administration, including traffic reforms and violations, upcoming visiting officials and personnel, equipment acquisition, training on police equipment, financing, personnel contracts, and administration in the Civil Guard, the Records Bureau, the VBI, and the Municipal Police. They also discuss holding dinner parties, research field trips, the end of French operations in Vietnam, operation of buses in Saigon, problems with field surveys, and detailed information on American aid for the fiscal year 1958.
