General Note: Personnel with the Michigan State University Vietnam Advisory Group's Police Administration Division write a report at the request of President Ngo Dinh Diem on the organization of the law enforcing agencies of Vietnam. The report discusses existing problems, the council of national security affairs, the Assistant Secretary of Interior for Police and Security, and organization of the VBI, the Civil Guard, and the Municipal Police.
