- E. H. Adkins authors a lengthy research report by the title, "The National Identity Card Program, The Federation of Malaya." In the report, Adkins discusses the history of the program, legislation and regulations, registration procedures, and technical operations for the creation of identity cards. The appendices include information on procedural manuals, application for new cards, and old identity cards. There are photographs, figures, and charts throughout the report.
