General Note: Chief Advisor Wesley Fishel, Chief of the Police Program Division Howard Hoyt, and Police Advisor Corey Dymond author a report, "On the Establishment of a Modern Fingerprint Identification Section for the Republic of Viet-Nam." The report discusses the current situation in the fingerprint division, equipment and materials, operational procedures, recommendations, latent fingerprints, the photographic laboratory, and organizational charts of identification services. Some photographs are included in the report.
