- A handwritten report form is created by MSUG police advisors George Kimball and Carl Rumpf following their field trip to the city of Qui Nhon in Binh Dinh province. The report covers matters of field trip duration, province officials, purpose of the trip, demonstrations, local geography and population figures, and discussions about administration of local police and security services ââ¬â including buildings, budget, personnel, patrols, uniforms, training, transportation, and equipment.
