General Note: Personnel with the Michigan State University Vietnam Advisory Group's Police Administration Division write a, "Report on the Proposed Organization of the Law Enforcement Agencies of the Republic of Viet-Nam." The report discusses problems existing in the system, the Council of National Security Affairs, the Assistant Secretary of Interior for Police and Security, the Vietnamese Bureau of Investigation, the Civil Guard, and the Municipal Police.
