General Note: Ralph Turner of MSUG and Arthur Brandstatter, Director of the MSU School of Police Administration and Public Safety, correspond throughout November, 1960. The majority of their correspondence concerns personnel contracts, resignations, and visits, but they also discuss relations with USOM, report submissions, personal family updates, faculty equipment purchases and distribution, the morale of MSUG staff, and brief updates from the Civil Guard, the National Institute of Administration, Viet Cong activity, the National Identity Card Program, the Participant Training Program, the Municipal Police, and the Surete.
