- Chief Advisor Wesley Fishel, Chief of the Police Program Division Howard Hoyt, and consultant Ralph Turner author a report on the establishment of a scientific crime detection laboratory. The report discusses the current and proposed procedures, the physical facilities, coordination with other law enforcement units, personnel selection and training, and suggested phasing of the program.
