General Note / OCR

Chief Advisor for the MSUG Police Administration Division Lloyd Musolf, along with Chief Police Advisor Ralph Turner and Arthur Brandstatter, write an all-inclusive report covering the National Institute of Administration's Participant Training Program. They begin by discussing the goals and mechanics of the program, including short and long term training, the announcement of the program, recruitment and selection of individuals, English-language training, and medical examinations and clearance procedures. The report then goes into programming in Saigon of USOM and MSUG funded participants before discussing programming in the United States. Next they cover the experience of participants upon their return to Vietnam, and how to address problems existing in the program. There are appendices included with interview forms, questionnaires, agreement forms, curriculum, rank structure, nominations lists, and correspondence regarding participant selection.&#0A;
