Milton Taylor submits for the Michigan State University Vietnam Advisory Group a preliminary draft of his report, "The Taxation of Real Property in Viet-Nam." The report describes the system, history, and urban and rural taxes, and goes on to analyze the procedures and problems of assessment and collection, and survey residences. The final part is a series of recommendations.
