- Chief Advisor for the Michigan State University Vietnam Technical Assistance Project Edward Weidner writes to USOM Director Leland Barrows to discuss recommendations for American and Vietnamese action concerning civil security. The correspondence discusses the arrival of the MSU police team, their briefing by Minitster of Interior Thinh, the development of a working plan, security service personnel figures, and recommendations.
