- Chief Advisor Wesley Fishel, Chief of the Police Administration Division Howard Hoyt, and consultant Ralph Turner author a preliminary report for the Michigan State University Vietnam Advisory Group on the establishment of a Central Record Bureau. The report discusses the concepts behind the project, reasons for the division, units within it, services, physical location, the fingerprint division, crime statistics, personnel, and implementation.
