MSUG advisors Lloyd Musolf, Ralph Turner, and Arthur Brandstatter author a report on the Police Participant Program. In the report they discuss the goals and mechanics of the program, the program in Saigon and the United States, the experiences of training participants in the United States and upon their return to Vietnam, problems within the program, and recommendations for improvement.
