A photograph shows the Minister of Interior Bui Van Tinh and Howard Hoyt looking at a map together. The caption on the reverse of the image reads, "Howard Hoyt, left, former police chief of Kalamazoo, Mich., joined the staff in May, 1955, as deputy adviser in charge of the police project. He is shown here in Saigon with Bui Van Tinh, Vietnam's Minister of the Interior. The picture was taken in 1955."
