- A photograph is taken of a group of Vietnamese visitors studying in the U.S. with the National Institute of Administration's Participant Training Program. The image shows a group of Vietnamese and American officials posing near what appears to be a very small electric chair. The individuals are identified as, left to right, Major Lam Quang Phong of the Civil Guard, Nguyen Van Huong of the Police Training School, Sheriff Frank G. Sain of Cook County, and Messrs. Vuong Van Ve and Le Van Bay.
