General Note: A photograph is taken of Vu Van Thai and Marvin Murphy comparing the weight and size of the budget books fro 1957 and 1958. The caption on the bottom of the photograph reads, "Vu Van Thai, General Director of the Budget of the Government of Viet Nam, and Marvin Murphy, MSU Budget Specialist, compare the lightweight 1958 budget, prepared by suing modern business machines, and the wieldy 1957 budget which was prepared by obsolete procedures."
