A letter from MSU President John A. Hannah to Governor Val Peterson, Administrator in the Federal Civil Defense Administration (FCDA) in Washington, D.C. President Hannah asks Governor Peterson to grant a leave of absence to Royse Williams, an FCDA employee, so that he may serve as an engineer in Vietnam and offer his technical expertise to the Vietnamese government.
