General Note: A letter from Ralph H. Smuckler, Chief Advisor to the Vietnam Project, to Stanley K. Sheinbaum, Coordinator of the project. Smuckler asks for Sheinbaum's opinions on statements made by Smuckler in an earlier memorandum regarding "contract negotiations", including future plans for the National Institute of Administration that houses the Michigan State University Group (MSUG), and the Institute's head of administration, Professor Suu.
