- A memorandum from Stanley K. Sheinbaum, Coordinator of the Michigan State University Group (MSUG) to Ralph H. Smuckler, MSUG's Chief Advisor. Sheinbaum suggests to Smuckler that the focus of MSU's role in the Police Program in Saigon be narrowed, and implies that the program has subjected MSU to criticism due to its action-oriented, and economic, aid operations.
